5. Now after nearly 24 years service during which time I
have served in numerous offices (see my record) and, as I
believe, with every satisfaction to the various Governors
and Officers administering the Government I most sincerely
trust that my failure to pass the Chinese examination may be
1 passed over and that I may be allowed to count the 4 years
3 for pension particularly as I am nearing my 55th. year. I
k now of course that on November 24th. 1893 the Secretary of
State said that his decision was not to be reconsidered, but
14 years have now elapsed since then during which I hope I
have served with credit and have deserved the favour

asking seeing that it will make a difference of more than
£100 per annum to my pension. Under these circumstances I hope
